Servlet not reading whole request?

Hi, I have a servlet which is supposed to read a user request using an URLConnection, this is the servlet's relevant code:

getServletContext().log( "____servlet has read " + iOffset + " bytes:\n" + new String( allBytes, 0, iOffset ) );and the servlet is never reading the whole request, usually for some reason it reads only 694 bytes, instead of about one KB, (potentially it can read up to 20 KB, as specified in allBytes = new byte [20480], but for some very weird reason it doesnt).
Does anyone have a clue why it might happen? I've spent a lot of time on this and couldn't find the reason. This code works just fine on my tomcat local server, it only doesn't work when I put it on the remote server at www.myjavaserver.com.
The client's ( it's an applet, it's signed, so there's no security exception) code which sends the bytes is:

Hi,
try this out, goto transaction RSRT and select ur query from drop down. Click on properties and in the Data Integrity dropdown select the option "1 Transactional Part Providers Up to Current Version".
This will get the data from any open requests irrespective of the variable that's used. We also have the ability to report data from a red request. Look at the other possible options in this dropdown
