Simplest way to update a news box?

Question

I am looking for the easiest way to update a scrolling text
box. Ideally I would be able to write the text I wanted in a
Microsoft Word document, then store the file on the server with the
rest of my site files. The site, upon loading, would use that text
document to create the text in my scrolling text box with an
applied font, size, etc. I am wondering if their is an HTML code or
a DW process that would help with this.
A more advanced problem would be to place a full HTML
document, with pictures, into the same scrolling box.
Any thoughts?

I don't know what your skill level is, but xml is the best
way to do what
you want. Forget about MS Word and use Notepad or another
suitable Text
Editor.
