I had the same error when trying to update my apps on my ipod touch. I tried to input my security code numerous times to no avail. I also made sure my billing address was the same as what my bank had on file. To fix the issue I went into iTunes, logged onto the iTunes store, went to account settings and reviewed my recent purchases. Turned out that I had made a recent purchase and didn't have enough money left on my credit card to pay for it at the time. I paid off the credit card, and then input my security code once more and now it works fine. I've heard that some debit or pay as you go credit cards require a minimum balance, so make sure you have at least that amount in your account.

If you are not here in the UK then you cannot use the UK store - being in a country is part of the store's terms, if you aren't in the country then Apple could potentially permanently disable the account. Whilst you are in the US you can only buy and download (and potentially redownload) from the US store.
You shouldn't lose any of your downloaded content from your iTunes library when changing country, it should only stop it from appearing in the cloud for redownloading. If that is what you mean, that it no longer shows in the cloud, then have you not got a copy of all of your downloads on your computer and on a backup - any item could be removed from the store at any time, so even if you don't move countries there is no guarantee of being able to redownload an item.

I travel - a lot. I have apple accounts in Canada, US and Brazil. I want to consolidate and listen to my music and movies on one device. Right now there is a 90 day limit per account on each device. How can I download and use all my purchases?

There must be a way for people who live in several countries or speak several languages to purchase music and movies in various national Apple IDs and then consolidate and listen to the media they own on just one device. How can I do that?

There must be a way to get all the music and movies into one place. Maybe on Laptop rather than iPhone or iPad. I can get one set to one ID and the other to another, then switch to the third ID since I have not changed the two in 90 days. No Gift certificates, like credit cards, are regionally enforces. You would still have to have a billing address in the country where the card was purchased in.

After having thought about this, I realized, sometime later, that I gave you bad information. You can NOT sync to multiple iTunes libraries with one iPad. I was thinking about using one iPad with mulitple computers and you have to set you device to manage the music manually to do that - you don't sync.

Sync is only oneway, from PC to your device. Unless you have the music on your PC, iTunes is going to wipe out what you have on your device if you are syncing to a new library.
You can only transfer Purchased music over to Itunes on your PC.

As for you own music, you may have to use a third party software to copy over. A good Free one is called Sharepod which you can download from Download.com here:

In Canada, you cannot buy apps with iTunes gift certificates but you can buy music, tv shows and movies.
