Tcp eWay configuration on Connectivity map

On Connectivity map I have setted properties next way:
Max connection pool size: 60
Scope of Connection: Collaboration Level
Close Notification: QUIT
Idle Timeout:30000
My question is, With this configuration, I want my Tcp server closes connections when the collaboration is done, but Tcp server get it�s max pool size...why?

The request to the VIP comes from various mailservers.But not sure why its not being LB equally between the 2SMTP servers
