Was your iPhone previously jailbroken or modified to work with
other than the original wireless provider?
Did you recently update your iOS version or restore your iPhone?
Is there a sim in the iPhone? There must be a sim in the iPhone to
activate it. It does not have to be a sim associated with an active
cellular account; but if the iPhone is locked to a wireless provider,
the sim must be from that provider.
