This apple id has not been used in iTunes store...???what this mean??i dont have any credit card or gift card.

The prompt you are seeing indicates your Apple ID needs some information that needs to be updated. I recommend reviewing the section titled "For iPhone, iPad, or iPod touch," specifically step 10:
Tip: If you are trying to create an account using an existing Apple ID, like your iCloud email address, you will receive a prompt telling you that your email address is already an Apple ID. Simply tap Continue, and then tap Use Existing Account on the following screen.
- Next, you'll be required to enter your billing information. To choose a different Credit Card type, tap one of the available options, and then tap Done. You will not be charged until you make a purchase.
- Once you've filled out all of the fields for your billing information, tap Next.

My apple id registration is not yet complete, when I try to complete the registration it asks for payment option, I don't find any skip option in the process. Even if I enter my payment details it pops up that " payment option has been declined". can anyone help me with the possible solution to the problem. This is expected behavior. Upon initial sign in to the iTunes Store (or a new iTunes Store region), you will be asked to accept the Terms and Conditions, as well as enter account information/billing information.

You cannot buy anything from the iTunes Store until you authorize the computer. Are you unable to authorize it? If so see the following:
Authorization
Macs: iTunes Store- About authorization and deauthorization.
Windows: How to Authorize or Deauthorize iTunes | PCWorld.
In iTunes you use the Authorize This Computer or De-authorize This Computer option under the Store menu in iTunes' menubar. For Windows use the ALT-S keys to access it. Or turn on Windows 7 and 8 iTunes menus: iTunes- Turning on iTunes menus in Windows 8 and 7.

Is this a new Apple iD? If it is, and you have already set it up, then you have two options:
1. Temporarily put a Credit Card or Gift Card on the account to download the free app. If you put a credit card, then once you have downloaded the app, you should be able to go into your Account preferences and change the payment option to = None.
2. You can download the fee App, and then set up a new Apple ID.

I have a couple of troubleshooting steps for you to try to resolve this issue. First, you should try closing the app according to the instructions found on this website, which is a troubleshooting assistant for the iPad:
