Recovery Mode Step by Step
1. Hold Sleep/Wake button down and slide to turn off iPad
2. Turn on computer and launch iTune (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port. Do not release button until you see picture of iTune and plug.
5. Release Home button.
On Computer
6. iTune has detected iPad in recovery mode. You must restore this iPad before it can be used with iTune.
7. iPad Recovery Mode on computer screen
8. Select "Restore iPad"...

So basically you are saying you have a New Computer and you do not have access to your Old Computer and you did not Create and Maintain a Backup of iTunes... Correct.?
And you want to Sync your iPhone to the New Computer... and your New Computer is Authorised...?

After you get this issue resolved... suggest you Create and Maintain a Backup of iTunes and any other Precious / Important Content you cannot afford to lose.

Could it be that you or your daughter used your daughters Apple ID to install these apps? Make sure that your Apple ID is set up in "Settings > iTunes & App Stores" then delete the Apps when your daughters ID appears and then re-download them again by using your own Apple ID. This should fix the problem.

After trying to down ios 7, iPad will not charge, will not open and will not connect to itunes. The only display I will get is the apple logo, or low battery warning.

It sounds like you might need to contact Yahoo! if you aren't able to setup your email account as a new account after deleting it.

I keep trying to sign into my ipad

I try to sign into my ipad with a new password and it keeps asking me over and over to put in my password, I do then it comes up again to sign in with my password. I can't get past this.
I tried again to sign in to the network (home - the one I always use) and it tells me the password is incorrect)???????????????????????????
