i get an error saying.... an AppleID that is an email address is required to use icloud. However my Apple ID works for all my stuff, why is it not working here?

If it does not accept the ID/password, then that means the apps were purchased using another iTunes account. Apps purchased at the App Store are forever tied to the ID that was used when buying them.
BTW iCloud is not a storage service like Dropbox, it's mainly for syncing data and for iOS device backups. It will include photos in the camera roll during an iOS backup to iCloud, but that is not storage in the usual sense.

Where exactly did you get this message? Are you trying to set up iCloud, iTunes & App Stores, just an email account?

Not really
- If you previously turned on FIndMyiPod on the iPod in Settings>iCloud and wifi is on and connected go to iCloud: Find My iPhone, sign in and go to FIndMyiPhone. If the iPod has been restored it will never show up.
- You can also wipe/erase the iPod and have the iPod play a sound via iCloud.
- If not shown, then you will have to use the old fashioned way, like if you lost a wallet or purse.
- Change the passwords for all accounts used on the iPod and report to police
- There is no way to prevent someone from restoring the iPod (it erases it) using it unless you had iOS 7 on the device. With iOS 7, one has to enter the Apple ID and password to restore the device.

It's not referencing your iTunes version. It's referencing your device's iOS version. An iPhone 3G has a maximum iOS of 4.2.1. If an app requires an iOS higher than that, it will not work on your iPhone 3G.

I figured it out! I changed my email & password at the icloud site, then when I deleted the icloud account on my iphone - it still showed my old email but when i typed in my current password it went through. I was then able to sign back in with my current email and password. That was too easy for the amount of time I have put into this! Glad its finally fixed.

There are two steps when entering a serial number:
When you enter it in the 24-digit field, you should see a green checkmark. If you see a red x, you may have mis-typed the number, as Ben pointed out, it could be for a suite instead of a standalone product.
If it takes the number and installs, then activation is the next step. If it fails to activate, you may have exceeded your activations or the number might have been retired.

Have you checked your Control Panel to make sure you don't have the flashlight turned on?
Swipe up from the bottom of the screen and make sure the flashlight icon (bottom left-hand corner) is not white. If it is, tap on it to turn it off.
