How do I make sure the gift card has been activated

If you bought it from a legitmate source it should be fine. Regardless, you would only know if there was a problem with any sort of gift card (not just an Apple gift card) when you actually try to redeem the code. Until then, there is no way to know if there is any problem with a specific individual card. And since the recipient will be the one redeeming it, only they will know - there is no way for you to be informed of anything they do with the card or the code.

Gift cards are country specific. You cannot use them in another country.

If your iTunes Store account is for another country, you can't redeem a card from another country even if you are currently present in that country. You would need to either move your existing account to the Netherlands or set up a new account in the Dutch iTunes Store, either of which would require you to also have a valid Dutch mailing address. Unless you're going to be in the Netherlands for quite a while, I would suggest you just give or sell that iTunes card to someone who lives in the Netherlands.

Are you from the US? Do you have a US account? You can try to log into the Japanese store, but you might not be able to. Go into Settings>iTunes & App Stores, Click on your Apple ID, and change locations.
