we want volume control on the Apple TV.
The only applications that need volume control in the Apple TV itself are those for which there is no other volume control provided, for instance when a power amp & speakers are connected directly to it. Such apps are quite rare given its intended place in a TV or home entertainment center based system.
For any other application it is actually quite desirable not to vary the nominal audio level at the source (here, the Apple TV) more than a small amount from line level because otherwise increased noise or overload (clipping) can occur (depending on the gain or loss involved). Apple is right not to provide that feature for this reason & because it would needlessly complicate setup for almost all users, most of which do not (& need not) know about the technical nuances of setting up optimal audio gain structures.
I know some think this is what the remote's volume buttons do when used with a Mac, but they actually control the level of the Mac's audio output section, not the level of any source routed to it. In this respect, it is just like the buttons on a TV or A/V receiver's remote that control the volume of that device's output section, not the input volume of devices connected to it.
This is the only technically correct way to control volume in a multi-component system, which means the only acceptable way Apple could provide the feature is with a remote capable of sending volume control signals to the appropriate device, whatever it may be. This is how "universal" & "learning" remotes function when properly set up.
Perhaps Apple will offer its own remote of this type someday, but until then, your best bet is to get one of these devices from another company & use it instead of Apple's remote if you want one-remote control of everything.
