TS1702 When i try to make an in-app purchase its says please contact itunes support to complete transaction?

When i try to make an in-app purchase for this one app it says contact support to complete transaction. Why is it saying this?

Did you follow the instructions in the message and contact Apple, which you can do through iTunes Store Support. If Apple have asked you to contact them, then the issue can only be resolved by them.
