Unlocked Verizon iphone 4s not accepting AT&T sim

hello. before anyone asks, yes i tried googling and searching this forum. foud nothing useful.
i called up verizon's global support and got an authorization for unlock. i updated/restored the phone using latest version of iTunes to iOS 6. upon completion of restore i got a message saying "congratulation, your iphone is now unlocked," or something along those lines.
when i popped an at&t sim card in, the iphone does not accept it and just says no service at the top. it tries to activate then says only eligable sim cards from eligable carriers can be used
anyone have any idea what i did wrong?
in case it makes a difference, the AT&T sim card was active at one point but right now it is not provisioned with AT&T (not in service). do i have to find an active sim and try it?

i've personally seen a verizon iphone 4s running on t mobile. verizon's global support guy even told me it will work on at&t and t mobile. verizon can unlock their iphones same way AT&T can. the hardware is identical. i got a message in itunes saying that my iphone is unlocked.
i'm just not sure what i did wrong.

It means that an international SIM cannot be used in teh iPhone until the issue is resolved
I am of teh opinion teh it is an IOS7 software upgrade issue not a problem with teh harware or the carrier

Since the iPhone is carrier locked with Optus, the only way it could work with another carrier's SIM card and service under iOS 6 was by hacking/jailbreaking the iPhone to unlock it. Installing an iOS update on an iPhone that was hacked to be unlocked re-locks the iPhone to the carrier it was sold as carrier locked with when new.
All Optus carrier locked iPhones are not unlocked with iOS 7.
Only the carrier an iPhone was sold as carrier locked with can officially unlock the iPhone, or send the unlock request to Apple on the owner's behalf. Since Apple's database shows the iPhone as being locked with Optus, Optus must send the unlock request to Apple for the iPhone. When the unlock process is ready, the unlocking is done with iTunes on your computer. This is the only way a carrier locked iPhone can be officially unlocked.

Because you brought the phone in America, It will be locked to either the AT&T network, or Verizon. These will ONLY work within the United States, and under no circumstance will they unlock the phone for international use. Unfortunatley, that means you are $500 out of pocket, and have an expensive paperweight to your name. The only way to get an iphone 4 in your country is wait for it to be released, and in the meantime, sell the one you have to someone in America.

without losing my unlock? idk kno if itz factory or not

ONLY the carrier to which it is locked can unlock it.
If it was unlocked any other way, then it will likely lock after update.

If you plan on using AT&T, why on earth would you purchase a Verizon iPhone? Doesn't make any sense. Yea, it will work on AT&T's network, but you won't get LTE, only 3G. LTE requires using a Verizon sim.
This is an extremely poor idea. Purchaase an officially unlocked iPhone, from Apple, if you want to use AT&T's network.

The iPads here take a sim card. We were advised by an Apple Store Employee at home that this model would work in Europe and that we could buy our service here. That does not seem to be the case. We have been told that we must invest in a modem at 200.00€ and then purchase a separate service plan for each country. We can use the free wifi wherever it is available but we cannot connect to the outside world when out of range. Is there anything else we can do?

Is the card registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? - Are you saying that they are not listed in your Purchased section?
Downloading past purchases from the App Store, iBookstore, and iTunes Store
- Are they listed in your Puchases history when you log into your account on your computer?
- Are they still available now for purchase? If not then you are out of luck

I too have experienced the Logitech s715i error message stating something like, the accessory is not a supported device of the iPhone. The speakers will charge my phone but will not "connect" to play music. I have an iPhone 4S running version 6.1 (10B142).

By 'not accept' you mean ... ? If you are getting an error message then if you post what the message says then somebody on here might be able to try and help.
For a card to be accepted it needs to be registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, and to have been issued by a bank in the country where you and your iTunes account are. I had to delete the account and re-enter the correct email and password. Hope this helps.

There are far too many possibilities for anyone to guess the real problem. Where are you located? Where did you get the phone? Is it carrer locked? If it is, are you using a SIM for that carrier? Is your wife's phone carrier locked? If so is it to the same carrier as your phone? Have you activated your phone with iTunes? (It won't work with any carrier until it has been activated).

Verizon is a CDMA carrier. StraightTalk resells service from a number of carriers.
Do you have a Verizon phone, or an unlocked GSM phone? If you have an unlocked GSM phone, you can not activate it on Verizon or on the StraightTalk CDMA network. You can buy a SIM from StraightTalk and use their GSM service, but there are known compatibility issues and they are not a supported GSM carrier. They Are a supported CDMA carrier, but you must purchase a phone specifically for StraightTalk.
