URL for donwloading a file ?

Hi,
I have created a procedure i want to execute for downloading a file. In the URL link of the report I have made this URL :
#OWNER#.dl_file?p_file=#PK#
I want to execute this procedure.
When I clok on the link I get this error message : "You don't have permission to access /pls/apex/SIVOA.dl_file on this server."
The URL is this one :
http://teleg1:7777/pls/apex/SIVOA.dl_file?p_file=1
I have granted the excution to public for this procedure.

I modified the procedure you mention like below and compiled it successfully.

I was wondering if my URL is not well build ? This is the URL :
http://teleg1:7777/pls/apex/SIVOA.dl_file?p_file=1
I think I may need an application ID. I don't know how to build the URL properly.
