Users unable to create or delete folders in migrated public folders using Outlook

We have an Exchange 2013 CU3 environment migrated from Exchange 2007.
The public folder migration was completed over the weekend.
The environment has several public folder mailboxes.
Post migration users are unable to create/delete new sub folders,  or modify permissions using Outlook on any of the migrated public folders.  Users can however create new top level folders using outlook. They can also create and delete new posts
in migrated public folders.
Admins are able to create folders and set permissions on migrated folders using the EAC.
Test User accounts used for testing are set to use the Primary Hierarchy mailbox as their default public folder mailbox.
Test Users have been given Owner permissions from the root down on the folders we are testing with.
We have tested with Outlook 2010 and 2013 getting the same "Cannot create the folder" error.

Further testing
We moved a top level folder from a secondary PF mailbox to the primary PF mailbox using the New-PublicFolderMoveRequest command in powershell.
After the move completed we could create new folders under the moved top level folder.
The top level folder that was moved had it's own sub-folders that we did not move to the primary mailbox. (We didn't move the whole branch.. Just the top level folder)
We still cannot create or modify the existing sub-folders after moving the top level folder.
We then moved the newly created sub-folder to a secondary PF mailbox.
At that point we could no longer create sub-folders in the folder form outlook.
From what I can tell you can only create new sub-folders in folders homed to the primary PF mailbox when using outlook.
Is this a bug or as designed?
According to this Tech ed presentation Clients connecting to a secondary PF mailbox should have folder changes proxy to the primary PF mailbox.. (See slide 10)

Update : 2-5-2014
Not much new to report other than it appears that users need to be homed to the primary PF mailbox to delete calendar meetings.
Opened a ticket with Premier support.
Update 2-11-2014
Premier support continues to look into the issue. No ideas as to the cause yet.

Still no resolution from support or even a clue what is causing this.

We only use one or our existing public folders and I'm wondering about simply unlocking the structure and restoring the emails from Veeam backup.  I need to get rid of the old exchange server for disk space.  However I'd really like to get the
migration done properly in case we turn out to need some further stuff.
Is there any way to debug this issue and get the migration done?
    Many thanks

    Hi Jay,
This issue occurs because there are some legacy system folders in the public folder database.
To resolve this issue, follow these steps:
Open the Public Folder Management Console.
Expand and then click System Public Folders so that it is highlighted and populates the Result pane.
Right-click schema-root and then select Remove.
Right-click all "OWAscratchpad" entries and then select Remove.
Migrate public folders to Exchange Server 2013. For more information about how to do this, refer to the following Microsoft TechNet article:
Migrate public folders to Exchange 2013 from previous versions
More details in the following KB:

    Hope it is helpful

  • How to migrate public folders from legacy (exchange 2003 ) to exchange 2010

How to migrate public folders from legacy (exchange 2003 ) to exchange 2010 . Please suggest ?
    Aditya Mediratta

    Hi Aditya,
    please find the answer in
    http://blogs.technet.com/b/agobbi/archive/2010/08/04/how-to-move-public-folder-from-exchange-2003-to-exchagne-2010.aspx
Please ensure you have a working mailflow from Exchange 2003 to 2010, vice versa, before you begin.
Basically it's the same procedure as adding some PF Database in E2K3; just
run .\AddReplicaToPFRecursive.ps1 -server "Exchange 2010 Server" -TopPublicFolder "\" -ServerToAdd "Exchange 2010 Server"
Wait until some initial data started to replicate; after that run
    Update-PublicFolderHierarchy -Server "Exchange 2010 Server"
After replication has finished you can do a
.\MoveAllReplicas.ps1 -Server "Exchange 2003 Server" -NewServer "Exchange 2010 Server"
Please let me know if it worked.
    Kind regards,
    Martin

  • Migrating public folders to exchange 2013 hebrew issue

I am migrating public folders to exchange 2013. half of them a named in hebrew.
The migration fails, the error is character  related.
Is it possible at all to migrate hebrew named public folders?

    Hi,
Did you got the error message mentioned in the following thread?
    http://social.technet.microsoft.com/Forums/exchange/en-US/8b383a46-b710-4fc0-aa0b-e52f288cf93d/e2010-to-e2013-public-folders-migration-failed?forum=exchangesvrdeploy
If so, please check if they are mail-enabled public folders. If they are mail-enabled public folders, please make sure there are no invalid characters in alias.
Based on the description, you couldn't migrate public folders named in Hebrew, other public folders could be moved successfully. If I misunderstood your concern, please let me know.
If the issue persists, I'm afraid you need to rename these public folders in English.
    Best regards,
    Belinda

  • Users with Owner rights are unable to create or delete sub-folders in folders they have appropriate permissions

Migration from 2007 to 2013 cu1 and then updated to 2013cu2v2. The issue i am seeing is any user that has owner rights cannot delete or create subfolders under any public folder on which they are set as owner. I have attempted to remove and readd users
permissions but still doesnt allow them to create or delete. Further troubleshooting has revealed if i create a new top level folder and then assign the users DefaultPublicFolderMailbox to the primary public folder mailbox then they are able to create and
delete subfolders. Has anyone else run across this. Right now the only way i can get around this is to create folders and delete folders for users in the ECP.

I think I found the solution for this.
When migration is finished and PublicFolder is 'assigned' to the mailbox databases/users, it is assigned random.
In my case, I had 11 different Public Folder mailboxes witch the PBF is distributed over.
Users was assigned 'random' default public folder mailbox. As long as the default PBF mailbox ISNT the top-level mailbox (witch in my case was PBF1), these random issues occured.
When I assigned the top-level Public Folder Mailbox as the Default Public Folder Mailbox, the issue was resolved.
    TLDR; Get-Mailbox | Set-Mailbox -defaultpublicfoldermailbox <top-level PBF mailbox>

  • User Unable to Create Folders on Mapped Network Drive

I have a user who is unable to create folders in a directory where she should have all the necessary permissions to do so.  She is a member of an AD group, and the effective permissions for that group include everything except:
    Full control
    Change permissions
    Take ownership
The permissions are inherited from two levels up the tree.  So I went to the level from which the permissions are inherited and selected the "Replace all child object permissions with inheritable permissions from this object" option in order
to force the permissions to be reapplied to the child objects.  That fixed the issue for about half a day.  The issue came back and as far as I can tell nothing was changed--she still appears to have sufficient permissions to create folders, and
yet she cannot.  In fact, I established a remote connection to her machine and tried it myself (under her account) and was not able to create a folder at any level in the tree.
I have confirmed that one other user who is in the same AD group can create folders at any level of the directory tree.  I have also confirmed that no explicit permissions are set on any of the folders in the tree.  So the two users have the same
effective permissions, yet it works for one and not the other.
Any help would be greatly appreciated!
    --Tom

My apologies for letting this issue set for so long.  I got waylaid by a series of other more pressing issues and had to push this one to the back burner for a while, but I was able to come back to it and get it resolved today.  I wanted to report
back for the benefit of others who may be reading this thread in the future.
I think there were two separate issues:
Conflicting permissions.  The user was a member of two groups--one that grants the permissions needed and one that grants more restricted access.  Her user account was also listed on the folder with more restrictive permissions than the groups.
She needs full access, so I removed her user ID and the more restrictive of the two groups.
It appears that the changes were not getting written to the subfolders.  One of my co-workers suggested that I add her user ID with full control, make sure that change was made on all the subfolders, and then remove her user ID again and make
sure the removal was made on all the subfolders, just to verify that the changes were getting written to the subfolders.  That worked.
I'm not sure why the second step was necessary, since the first step should have been sufficient to force the permissions to be re-written on the subfolders, but I could not get it working without doing both of these steps.
Thanks for the help on this issue, and again, my apologies for taking so long to get back to the group on this.

  • User unable to create recurring events on public calendar.

As the title says, I have a user that is unable to create recurring events on a public calendar.
I have given full rights to the user even as owner and it still will not create recurring events.
I'm convinced its a permissions issue, but have no idea where to look any more. I've temporarily added the user in domain admins just to test, and it works! Why would this fix it? Why is being set as owner of the calendar not enough?
She just keeps getting "You do not have permission to modify some or all of these items in this folder."

What rights does she have on the folder?  You might try revoking her rights, then adding them back.
Ed Crowley MVP "There are seldom good technological solutions to behavioral problems."
Rights were set to Publishing Editor.
I changed the permissions to none and even removed folder visible. Confirmed she had no access and added them back. Still fails.
Then removed user account from permissions list, confirmed, added back, tested, failed.

  • User unable to create 2nd query against new universe

    Hello the Community,
We have a user who can create a single query from a choice of universes but when they try and add an additional query it doesn't allow them to a different universe - there are none appearing in the list.
Anybody know where I can fix this ?
    Thanks
    Cedric

    It's a bit strange...
The user can select more than one universe during the creation of document ( according matrix security ) but cannot select another one universe as the first selected...
I ( I am Administrator ) grants the right of user on Top Security Level to fix it. View on Demand and View profile were not adequate.
    thanks for your answer

  • Unable to Manage custom forms in Exchange 2013 Public Folders or Organizational Forms Library

We've been doing custom forms development for many years and many versions of Exchange.  This Exchange 2013 presented me with this new problem.  We use Exchange 2013 with Cumulative Update 5, and Outlook 2007, 2010 and 2013.  This problem
happens on all versions of the latest patched Outlooks.
    1) I have successfully created a Public Folder and an Organizational Forms Library
    2) I have granted myself "Owner" privilege to the entire public folder in both the IPM_Subtree and the Non_IPM_Subtree
    3) I can publish forms into a Public Folder and the Organizational Forms Library
But, after the form is published, I can't manage it.  The COPY, UPDATE, DELETE, PROPERTIES, and SAVE AS buttons are greyed out.
This does not happen for anything in my Personal Forms, my Mailbox or anything in Favorites that are locally cached.
Since the Organizational Forms Library cannot be "Cached" by putting it in Favorites, there seems to be NO way to even delete a form that is published to there.
The closest link that describes a similar (maybe same) problem is
    http://www.michev.info/Blog/Post/14/Unable-to-manage-Forms-in-Outlook
    A) Anybody else have the same problem?
    B) Since it seems I only have control over forms in my Mailbox, and since Public Folders are suppose to be an mailbox, does anyone know how to setup a Public Folder so that you can login to it and attach it as a mailbox?
    C) Does anyone know how to make the Organizational Forms Library cached locally so it can be managed?
    J Awe TechBldrs Inc. www.TechBldrs.com

Easy steps to reproduce the problem.
    1) create a public folder subfolder (do not create a Favorite)
    2) make yourself and OWNER
    3) publish a form to the subfolder (Open a any form and save it with any name)
    4) use the Form Manager select the public folder subfolder that you are an OWNER of
    5) select a form and see if the buttons are GRAYED out.
PLEASE TRY THIS ON YOUR OWN SYSTEMS TO VERIFY THE PROBLEM.

  • DPM 2012 R2 Unable to create protection groups after Cluster Migration

    Hi Team
we have an issue relating to DPM 2012 R2. In our environment we have a Hyper-V Cluster and we recently did a Cluster Migration since Hyper-V Cluster was upgraded to Windows Server 2012 R2.
Before the upgrade, Windows Server 2008 R2 Cluster was protected by DPM Environment. After we upgraded we are unable to Create new protection Groups existing the new cluster and when we select VMs it's not showing up any members.
Please let us know how we can solve this issue since the Cluster Nodes and the Cluster Name is different from previous Cluster, we were expecting that DPM would allow us to create new Protection Groups while preserving old protection groups for recovery later
    if needed.

    Hi,
you need to stop the Protection of the old HyperV Datasources
Clear the Cache of the Protectiongroup,
and read the new VM to Protectiongroup

  • Migrating Public folders, can't log in

We are using a Linux Sles 10 Server with GW 7.02 beta. User migrations work
fine. We pre-create them and then update the Data Migration CSV file with
their User ID and Password assigned when they were created. Security is set
to low. However, we can figure out how to migrate the public folders. All
we get is "can't log in".
Ideas would greatly be appreciated as this is our last piece in moving from
    Exchange to Groupwise.

I can't remember exactly how this works, but public folders get migrated to GroupWise as folders that are owned by a 'resource' object, and everyone is given rights to proxy into the resource's account. Resource objects in GroupWise need to have an 'owner' that is a valid GroupWise user. So, if you're having login issues, it may be something to do with the owner of the resource. The utility needs to log in as the user in order to make changes, so it needs to have the owning user's password available.
Is the owner of the resource(s) that will house the folders included in the CSV file? Is the password specified there?
It seems like if you let the utility create the users and generate random passwords it goes pretty smoothly. You don't have to manually edit the CSV file in that case.

  • 2007 SP3 to 2013 Migration - Public Folders Migration (-2147467259)

    Hi Guys
I'm currently undertaking an Exchange 2007 SP3 to Exchange 2013 migration, and all has been going swimmingly so far.  We've moved all mailboxes across and are at the final stages and just want to move the public folders across.
I've been following the instructions in: http://technet.microsoft.com/en-us/library/jj150486(v=exchg.150).aspx this article, and we have gotten up to stage 5 (Start
the Migration Request).  The process gets around 20% of the way through, and from what we can tell seems to migrate all content from PF folders, however it then stops.  I've posted an extract of the log below, which should show you the error we're
currently getting (it tries then exhausts retries & stops).

I've attempted to find some solutions, and searching for the respective error codes has suggested a couple of ideas, such as not being a PF Admin (checked), resource issues on source/destination servers (checked, and restarted for good measure), I saw mention
of a problem with NETBIOS resolution so added the source server into the host files (checked).
Any assistance would be greatly appreciated
    Cheers
