Yes, they should be able to.
Just make sure that they have the country and region set to Belgium within the App store and make sure they use a credit card/debit card that was issued in Belgium.

    I can use my Apple ID on the iPad (logging in to the appstore and so forth).
    What I can't do is to go to supportprofile.apple.com and enter the iPad's serial number and register this product. It says "According to our records, this serial number is registered to another Apple ID. If you have more than one Apple ID, log in to My Support Profile with that Apple ID to see your other registered products. Not sure if you have another Apple ID? "

    Do you mean that you have Settings > General > Use Side Switch To set to 'Mute', and you have the switch on the right-hand side of your iPad, above the volume control, 'on' ? WIth that 'on' notification sounds should be muted (e.g. email notifications, game sounds etc), but the you should still be able to hear the Videos and Music apps and with headphones. Is that not happening, and if not you've tried toggling the switch on the side of your iPad on/off ?

    I'm currently assisting a team of Japanese Engineers from Japan, who are here for less than 1 year project in the US.
    Yesterday, my manager asked me to research & find SIM Free iPad Air to buy, but not with any carrier contract, and get a SIM Card to have Wi-Fi available in the US. Then when they finish the project, they will bring their iPad Air back to Japan and insert their Japanese SIM card to use WI-Fi there.
    Is it possible? I have read so many related articles, my brain is about to explode with so many information, but not sure what's the FACT and what's LIE!
    Can someone explain to me in plain English (or in Japanese), please?

    Here's our situation. We are in the satellite offices, meaning in the trailers, where we have wifi set up. But they will be walking into the construction site often, but I'm not sure if they would need internet connection there...
    Now I just spoke with one of the team members who arrived from Japan yesterday WITH their iPad Air, and my manager was impressed with it (hence my manager wanted to have some for his onsite staff).
    According to them, they won't be needing internet connection in teh construction zone, but just computer (data input or reference), then when they return to the offices, they will connect with the WiFi.
    My dilenmma is that there are TWO version sold in the US:
    1. with Built-in Wi-Fi(802.11a/b/g/n) with MIMO support
    2. with Wi-Fi+Cellure
    And he does want the option to insert SIM cards when they return Japan, but doesn't want to sign up with any US carrier...
    Does it make sense? Which one should they choose???

    If it is a wifi only model, you will only be able to connect to the Internet using
    wifi. See if a local Israeli wireless provider offers a mifi device that you can rent/purchase.
    You cannot add cellular capability to a wifi only iPad. Look into wifi mentioned above.

    Michael is, of course, correct.  Here is more detail.
    GPS signals are separate from and completely unrelated to both the Internet and the cellular telephone network.  GPS signals come directly from the GPS satellites.  They provide signals that allow GPS receivers to calculate latitude and longitude information.  Map software then takes that latitude/longitude info and converts it to land mass, roads, bridges, highways, buildings, etc.  Navigation software is "map software on steroids."  It goes one step further in that it provides real-time directions to enable you to reach a desired destination.
    Most navigation software stores the maps right in the iPad/iPod/iPhone but a disadvantage is that the maps must be periodically updated (perhaps once/year).  The Internet is not required to use the system but it is required to update the maps.
    Some navigation software gets the maps from the Internet and requires an Internet connection to function but an advantage is that the maps are always up-to-date.
    The WiFi+3G/4G iPad and the iPhone both have a GPS receiver.  The WiFi-only iPad and the iPod do not and these devices require an accessory.
