Void(0);.inetloc file appearing from nowhere

Question

The file void(0);.inetloc just appeared on my desktop, and I have no idea what it is. I tried searching finder and nothing came up, even though the file is clearly there on my desktop. I can open it using the app "textwrangler", but nothing else on my computer( I havent tried terminal because Im not familliar with how to use it properly). When i opened it, I found this code:

Unfortunately, this code is beyond me, but I was hoping someone could make sense of it and why I suddenly found the file on my desktop. Also, is it ok to delete this file?

A misconfigured web page caused the file to be downloaded. You can delete it.
