When I clicked on ost file and nothing. How to open it?

I decided to go ahead this morning and set up Outlook 2013 this morning.
When I clicked on it, it came up with this message:
"Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of folders cannot be opened. The file C:\Users\XXX\AppData\local\Microsoft\Outlook\XXX_m sn.ost cannot be opened."
I looked the file is there, and Outlook '07 works just fine. All of the other O365 programs work great, no problems.
How do I open ost file?

contents of the OST over to the PST. The trick here is opening the OST at all, since it is 
typically tied to a specific profile or Exchange Server account settings. If that account is not
