That sounds like you're trying to create a new account. What exactly are you doing?

Open Sysem Preferences from your Apple () menu top left in your screen then select the Firewall tab.
Make sure the Firewall is turned off.

You can't create an iCloud account on your PC. You have to first create an iCloud account on an iOS device (iPhone, iPad, iPod Touch) or Mac (running OS X Lion or higher). After creating the account on one of these devices you can use the ID to sign into the account on your PC.

Could it be that you are using your account on more than 10 devices? Or that more than 10 devices are still connected to your account?

Everywhere I search on Apple's Support site says to sign in to iCloud using your "Apple ID," which I did. I've had my iTunes account for years (even migrated from the old AOL account system). It's the standard email+password that everyone is supposed to use.
My main question is how can I have a valid Apple ID and not an iCloud account--if the two are supposed to be linked?

I've tried both. First, I tried on my pc, where iTunes had installed iCloud when it last updated. I have iTunes installed on this computer (and on my iPad and iPhone), but that wasn't the issue.
So I went online, thinking I needed a separate iCloud Apple ID, but it prompted me for my current Apple ID and gave me the message about my ID being "valid" but not an iCloud account," which, lol, was what it had asked me to do in order to create one. I am sorry to learn that your phone has some water damage smreyn! Liquid damage can cause many different issues, including inability to recognize chargers and accessories. It was the first thing mentioned in the update description that came up before you chose to click 'Accept'. iOS8.2
You accepted, therefore you have it. Simply put it at the end of your Apps as I have done with Apps I did not want e.g.. Health, Tips, Compass etc.
