Why do we have to pay to upgrade, just to download the latest version of I-Tunes, when u can do it free on a P.C

Why is it we have to go to the trouble of paying for and upgrading the OS version, i currently have 10.4.11, just to download the latest I-Tunes onto my Mac. We have a P.C running I-Tunes and we can download the latest version without the "upgrade". Our I-phones/I-Touches work on the P.C without a problem.

Surprisingly enough... I think this is the first time I've seen that question asked.  Apple regularly makes significant changes to the underlying code in their OS when they release new versions.  This sometimes breaks compatibility with earlier versions of software/applications.  This helps to keep the operating system lean and avoids the performance issues which can build up over time with attempting to maintain compatibility with older versions of software.  Microsoft cannot make significant changes to thier underlying code as they need to maintain backwards compatability for quite a few years (mostly to support the vast majority of businesses that run on the Windows platform).  Apple needs to regularly update iTunes in order to address new features/hardware, but it also updates it to be compatible with newer versions of the OS (nearly every update to OS X comes with an update to iTunes).  Unfortunately, sometimes the latest version may no longer be compatible with older versions of the OS.
