You don't HAVE to, but it sure does make life easier if you do. You might want to buy a song. You might want to buy an App. You might want to make an In-App purchase. I've had my CC tied to my iTunes account now for years, and it's completely secure.
If however, you want to limit what you can download on your iPad. Here are directions on how to set up a credit card free account.

I haven't seen a good answer from this yet. You can create a new Apple ID for the store without a CC. You can remove your CC info from an already established ID (you made a purchase in iTunes), but you can't use your Apple ID for first time use in the Store without a CC.

You don't, if you follow the instructions on this page when creating an account (the instructions won't work with existing accounts) then you don't have to give credit card details, you will get a 'none' option on the payments screen : http://support.apple.com/kb/HT2534

Next to your Payment Type, click “Edit.” Select the “None” button and click “Done.” Confirm that your card has been removed by returning to the Apple account information screen. Under Payment Type, it should say that there is no credit card on file.
