Why there is a blank PERSNUMBER record in ADR6 For some ADDRNUMBER

I am fixing a bug and get the key point ,if i delete the select condition PERSNUMBER  = SPACE, My problem will be solved ,
Code as follow:
select single  * from  ADR6
         where ADDRNUMBER  = ADRNR_SP
         and    PERSNUMBER  = SPACE
         and    FLGDEFAULT  = 'X'.
  if SY-SUBRC eq 0.
        ADDR_KEY-ADDRNUMBER = ADRNR_SP
(note: ADRNR_SP is the address number of  Sold to party )
However, I am not very clear with ADR6.I konw that is the Email address table but I don't how's each record created and why there is a record with PERSNUMBER  = SPACE usually but  some ADDRNUMBER with no bland PERSNUMBER   record.
Would you pls tell me why and how it processed.

It goes like this :
At a particular location there maybe several people. For instance consider that
XYZ ltd. is you customer. Now in customer master, you will store one ADDRNUMBER against XYZ Ltd.
Now if you come to ADR6 and check out the entries for that address number you will get many entries. These are email addresses of different people in that compnay holding different posts.
Now what does a blank person number mean ?
It means that there is no person associated with that email adress. It's like say [email protected] . Thats just the customers general email address.
