WLCS 3.2 Portal Switching while remaining in session

Question

Hi, I am upgrading my commerce server from 2.1 to 3.2. I have two
portals that I switch around with buttons on the two different
header jsp files while the same user stays in session. In my old
WLCS, the header buttons call the attached file to switch between
the two portals. Now I am trying to do the same for WLCS 3.2. But
I get this error message: Error 403--Forbidden From RFC 2068 Hypertext
Transfer Protocol --server understood the request, but is refusing
to fulfill it.
Well, I am showing the 4 blocks of code that I added to the original
header.jsp file.
