I don't have access to a PC or mac with itunes and I am currently using an Android phone. Is there any way to log on through the web?

You need OSX 10.7.2 or higher in order to access icloud. The mobile me account is now defunct (it closed down more than a year ago).

You haven't been hacked, you just have problems with your system. What those problems might be I have no idea, as your posts are a bit rambling and unclear.
What I would recommend is to find a nearby Apple Store and take the time to bring your machine in to the Genius Bar there. (Make sure to make an appointment first!) You can do all this from the [Apple Retail Store page|http://www.apple.com/retail>. A Genius can look at the machine and help solve the problems. If your communication style and level of knowledge about computers makes it difficult to communicate with techs on the phone or internet, as it sounds like has been the case, this hands-on help could make all the difference.

If you can remember them their current answers you can login here and change them : https://appleid.apple.com , click on 'Manage your Apple ID' and then 'Password and Security' on the left-hand side of your account's page
If you can't remember their answers and you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

How do I stop iMessages from showing up on both of my iPhones without having to have two seperate iTunes accounts and still be able to use iMessage between these same two iPhones.

My wife and I have iPhones. We share an iTunes account and we want to keep it that way. My iMessages began showing up on her iPhone and vise versa. I figured out to go to settings, messages and have only the send/receive checked for our individual phone numbers. When we do that however, we no longer can send iMessages to each other and it goes over SMS. I don't want that. I want to be able to send and receive iMessages with my wife without having to have a seperate iTunes account and without each other seeing each others iMessages to other iMessage users. I just reformatted my computer harddrive and reinstalled both Windows and Linux. Now that I have everything installed and updated, Firefox is asking me to migrate to the new syncing system they have. hello, in this case you'd probably have to use a workaround and download the prior firefox version, disable automatic updating for the moment (in options > advanced > update), link it to the old sync account and upgrade after you have successfully restored your data this way...

What do you mean by the AOL screen? Is AOL your ISP? If it is popping up to connect you to the internet that might be what is preventing you from composing an email. It also could be that AOL was set up as your default email client. Do you use AOL as an ISP/Email client?
In Mac OS X Lion (I can't vouch for any other version of Mac OS) to change your default mail viewer/client open up apple's mail app. Go to file->settings Under the general tab it's the top choice if it is set to AOL, you might want to switch it so you can get it to come up with the email you actually use. Also if you do use AOL, they should have a section in their help about setting up "pop3" email, or how to use AOL mail in outlook. Now the steps might not be the same as far as what menu choices you have to make, but what you're gonna get out of that section is incomming/out going server's and anything else like ports and etc. Apple's mail app needs all that same information.
