Is there a way to unlock my phone? Restarting doesn't do it and I don't have access to my computer with iTunes.

I was asked to set a new passcode this morning which I did (including re-typing the new passcode). The first time I needed to re-enter, the phone failed to accept the new code. I've tried a few times and now I'm locked out. Seen stuff about recovering/restoring the phone but I'm here at work and don't have access to my computer with iTunes. Should I take the phone to an Apple store? Verizon? If so, do I have to wait for the disable period to end? Or is there something else I should do? Thanks.

No wait until you get off work and then restore your phone using your computer with itunes on it.

1. Try doing a hard reset:
Press and hold both the Home button and the Sleep/wake button simultaneously for about 15 seconds and release when the Apple logo appears.
2. If that doesn't solve the issue, backup the device and restore it as new.

NB: set up as a NEW device because a software issue will be in the backup. If the issue persists after restoring as new, you should offer the device for service.

What is the memory being used by, is it Other? If it is, that means the iPod can no longer read the music, so it has put it all in "Other".
The usual fix for this is to allow the iPod to Sync with its iTunes Library. If that doesn't work, the next option is to Restore the iPod using the Restore command in iTunes, on the Device/Summary pane.
Unless you are very (very) lucky, I suspect that you are going to have to Restore your iPod. Restoring will remove everything form the iPod and put back onto it only what it finds in your iTunes Library, which you say is currently empty.
If you have to rebuild your Library after this issue, by adding all the music back again, this is going to be hard to hear, but for the future, you may want to consider always having a backup of your library. The easiset way to back the Library up is;
if the Library is small enough, burn it to a DVD, as digital files, not a "music CD".
If your Library is too large for a DVD, buy yourself an external hard drive and copy the Library onto the drive. Remember to update the backup every so often.

I created a 4 digit password on my phone, locked the phone to make sure it worked, and typed it in....Wrong Password. If you forgot your passcode, restore the phone from backup on the last computer it was synced with when the passcode was turned on... this will remove the passcode. If you do not have access to the last computer it was synced with, you will have to force it into recovery mode & restore as a new device.
In your case, it sounds like you haven't done a backup since creating the passcode. If true, you will have to force it into recovery mode & restore as a new device.

I really don't want to upgrade to ios6 due to the crap maps but I am changing network and have requested the phone to be unlocked.
My current carrier has told me that the phone will be unlocked when I connect to itunes, which I have done (and sync'd).
Is there any way to tell if it is now unlocked without getting another sim card?
Is it a requirement to update the phone to unlock it.

When I got the new phone and synced with my nike running, most of the songs transferred. Most of them are in my store but are listed 2-3 times. some of them are in bold print, others in light print. Welcome to the Support Communities!
I would suggest you transfer your iTunes purchases from the iPhone to the computer first.
Then in your iTunes library on the computer, find and remove the duplicates.
Then resync to your Nike.

At the present time, purchased ringtones cannot be redownloaded. You would need to import them to your iTunes library on a computer and sync them to your other devices. You can try contacting iTunes store support and see if they will grant you an exception to this: https://ssl.apple.com/emea/support/itunes/contact.html.

I have tried to call AppleCare to have my old iCloud account removed from my old 4s. It's under my old email account which was hacked and I don't have access to. I do not have my iCloud password and can't sell my phone until find my phone is deactivated.
