Are you deleting by tapping and hodling down on the icon until it wiggles? Have you tried to deleting in in the settings? Settings>General>Usage>Storage>App(name)>Delete App.
Try deleting in the settings and then reset your iPad. To reset rhe iPad, hold down on the sleep and and home buttons at the same time for about 10 seconds until the apple Logo appears on the screen.

You may get better results if you switch to this alternate version: iTunes for Windows (64-bit - for older video cards) and, if needed, reinstall QuickTime. The new (nearly) all 64-bit version doesn't seem to play well with QuickTime. Perhaps if DRM authentication is required QuickTime needs to be able to see something that is part of the older 32-bit code.

- Go to settings>Store and sign out and sign into your account.
- Apps are locked to the account that purchased them.
- To update apps you have to sign into the account that purchased the apps. If you have apps that need updating purchased from more than one account you have to update them one at a time until the remaining apps were purchased from one account.

You can currently only gift content (apps, music, gift certificates) to people whose account is based in the same country as yourself - so if you and your account are not UK-based then you can't gift to a UK account holder. You log into the App store using the same Apple ID you used to set the computer up, verify that none of your apps are hidden and that they have all be accepted and then download and install the update

Depending upon what country that you are in (music can't be re-downloaded in all countries) then try deleting that track from your iTunes library and redownload it via the Purchased link under Quicklinks on the right-hand side of the iTunes store home page on your computer's iTunes.
If you aren't in a country where you can re-download music or if it re-downloads in the same state then try the 'report a problem' page to contact iTunes Support : http://reportaproblem.apple.com
