8i Enterprise and OAS 4.0.7

Question

I did not know where to post this so, the most logical for me was here - sorry for the incovenience.
I have two NT 4.0 server:
1 is a PDC with SP6
1 is stand-alone with SP3
My DNS, WINS and DHCP are all working fine
1. I installed 8i Ent. on the PDC, and it's working peachy. I can connect using SQL Plus. However, where can I get the namesini.sql and namesupg.sql for creating tables for Oracle Names Server set-up, they are no where to be found on my hard drive.
2. I installed OAS on the stand-alone and got all sorts of errors:
- This is the first on OWS-20214.
- The second one is when I try to connect to svrmgr30 (should I connect to it when I have svrmgrl on the Database server?). It seems that my tnsname.ora, sqlnet.ora and listener.ora are correct. They have no entries related to this error below. My SID is SSSDATA my host is www. I know BEQ is another way to connect without using the listener. There must be another place where it is referred to, where is it located?

Forget about Names server - it is not needed.
BEQ does not work through network.
Your database computer must be pinged by: pdc and pdc.company.ru
