Activate FaceTime on iPod touch bought in Dubai but used in europe

Dear all,
I bought last saturday in Dubai airport a Ipod Touch for my son living in Seychelles.
We hped to use facetime between us, I'm living in France.
We were suprise to discovered that the icon Facetime is inexisting on the menu.
I read since that in meadle east country Facetime is not avialable.
No information figured on the pack, exactly similar to what we can find in France.
Could somebody give me the key to achieve this fonctionnality.
I bought it for Facetime connection between my son and me.....

Dear KIWI,
It seems that the problem is more serious than expected.
i read on this forum that the serial number of the apparatus fix the fonctional uses.
Facetime is not accepted by middle east authorities in numberous countries as legal software due to the encrytion flow link used.
I red also that Iphone are concerned and the only solution found is to jailbreak the apparatus, a shame.
If you have any other idea don't hesitate.

PS: Arrived in Seychelles, I reset fully the Ipod after the first start where I saw icon Facetime was missing.
