It's only third generation, not 4th
And 'safe' is relative. since it seemed to be a few out there with battery issues or yellowish screens, are they all gone? There's no way to know. Largely because there's no way for anyone but Apple to have any idea just how many devices could have been affected. And they won't tell.
The best you can do is go and get one and know what to be on the lookout for. You might be fine, you might not be, but none of us can know.

Considering upgrading to Mavericks (from OS 10.8); have most of the bugs been worked out?

I'm considering upgrading to Mavericks soon (like, maybe today). The reason I haven't done it before now is because I wanted to wait for most (if not all) of the bugs to be worked out of it. For those who have Mavericks or have just recently upgraded, how is it working out?
Also…this might be a stupid question.. but will I need to backup all my stuff before I upgrade (like…will upgrading cause me to lose anything)? Or will it all be fine?

If you don't have a backup of your hard drive you will lose your data at some time. There are only two types of hard drives: those that have crashed and those that will. All it takes is a power surge or other type of interruption to damage the drive or corrupt the data.
I would not even do a minor update of the system without assuring my backup is current.
The easiest backup strategy to implement is an external HD and Time Machine.

Rented or purchased video are watched through the videos app after you have downloaded them, iTunes on iOS devices is for buying media only.

You are looking at the drop-down menus at the top of iTunes e.g. on a Mac :

So it appears iCloud/iTunes Match isn't the issue - the error message would seem to be complaining about where the music is being downloaded to. So with this in mind:
In iTunes select Preferences and select Advanced. The iTunes media folder should be set to /Users/<your account>/Music/iTunes/iTunes Music. <your account> would be whatever your user account is. If you see something else there I'd guessing it is a folder you don't have permission to write to.

You have 2 solutions:
1 - You can use 2 differents icloud account
2 - You use the same account but you don't sync yours contacts.
You configure that in Settings > icloud
You activate or desactivate what you want.

I would just leave them in Word...GR reads many formats very easily.
If our goal is to work on/edit the files it may be useful to look into something like Pages if you have a Mac, and the Pages for iOS devices so you could use the same word processor on both machines.
But if you convert the Word to PDF and then use GR you can still edit the files...GR will edit and annotated PDF files rather easily.

when you open the app store scroll down to the bottom it will display the apple id currently in use, change it to your normal apple id email

Connect your phone back and resync except this time uncheck all the albums from itunes when you sync. This will take all the albums off your phone and clear up space on your phone.

Been away for a while and notice that my trusty Apple System Update is suggesting some changes to iDVD, iPhoto, iMovieHD and Quicktime. Last time I took the plunge blindfolded, my iLife was a disaster (summer 06...). How is the current suite working? I have another project to do. Should I upgrade? The suite from the last upgrade seems to be "happy".

If You have a working environment that works - why risk it ?
There has been some problems regarding iDVD 6.0.3 but if I understands it
right then this depends on miss matching with other programs eg. OS and QT.
So it seems as if OS is up to X.4.8 and QT to 7.1.3 it should work that said
if repair permissions has been run before + after updating.
Running repair hard disk (Apple disk util tool) from CD or ext hd from time to
another is also a good habit.
