Bluetooth Device GattCharacteristic.ValueChanged error

Question

I am attempting to write a library that handles some BLE communication with a device.  I am writing it in Visual Studio Express 2013 for Windows Desktop (not Windows Store App)  I have imported the Windows 8.1 WinMd's necessary for the BLE communication.
I am attempting to perform the following:
dataCharacteristic = deviceService.GetCharacteristics(new Guid(sensorDataUuid))[0];
            dataCharacteristic.ValueChanged -= dataCharacteristic_ValueChanged;
but am getting the error:
"Property, indexer, or event 'Windows.Devices.Bluetooth.GenericAttributeProfile.GattCharacteristic.ValueChanged' is not supported by the language; try directly calling accessor methods 'Windows.Devices.Bluetooth.GenericAttributeProfile.GattCharacteristic.add_ValueChanged(Windows.Foundation.TypedEventHandler<Windows.Devices.Bluetooth.GenericAttributeProfile.GattCharacteristic,Windows.Devices.Bluetooth.GenericAttributeProfile.GattValueChangedEventArgs>)'
or 'Windows.Devices.Bluetooth.GenericAttributeProfile.GattCharacteristic.remove_ValueChanged(System.Runtime.InteropServices.WindowsRuntime.EventRegistrationToken)'"
I have not used c# in a long time but this action seems to be clearly defined here:

Am I missing something important?

Do you meet this error message when compiling your project? If it is, this error might be caused by the index:
Your code is consuming an object that has a default indexed property and tried to use the indexed syntax. To resolve this error, call the property's accessor method.
And it could be also caused by a corrupted .NET Framework, you could try re-installed it or repair it using this
tool.
Or try to create this event using lambda expression as:
this.button1.Click += (s, a) => MessageBox.Show("Click");
