Cannot run mod_python in mac

Question

I spend the last days trying to install and run mod_python in
a)MAC OS X Server 10.4.9, PPC, apache 1.33, python 2.5.1, mod_python 2.7.11, using webadmin,
b)Mac Pro, OS X, 10.4.9,Intel, python 2.5.1,mod_python 3.3.1
Also I tried to install the handler py in cgi-executables
In all cases when I call the .py file, I got the listing of the file in the browser, as example:
from mod_python import apache
def handler(req):
req.content_type = ’text/plain’
req.write("Hello World!")
return apache.OK
but python is never executed.
I never thinked that having a mac was so hard to make a simple upgrade or install packages.
How to configure the OSX computers to run mod_python? are there an step-by-step instructions?
or is mac incompatible with mod_python?

Yes, but it also says in the apple documentation that:
A sandboxed app is allowed to launch a helper using Launch Services if at least one of these conditions has been met
Even if I did not pass the condition:
Both the app and helper pass the Gatekeeper assessment. By default that means both are signed by the Mac App Store or with a Developer ID.
I am pretty sure that the following condition has been met:
The app is installed in /Applications and the app bundle and all contents are owned by root.
