Disabled in cfinput not working properily

Question

I am trying to disable and enable an input field using a
variable (#EditBoolean#). The cfinput is always disabled even when
the value of the variable is "false" or "no" (I tried them both).
Then, I tried it with out variable hard coding disabled ="false" or
"no". the input was still disabled. Any idea what I have been doing
wrong? Below is the code I used without the variable.

disabled only has one setting and that is disabled="disabled"
