Please reboot the server to free up occupied ports. Later start the sap system.

ORACLE dispatcher process running high cpu (100%)
Hi:
I'm running Apex 4 on database Oracle 11g 11.2.0.2.0. The cpu consumption is really high after a while. Oracle Dispatcher process goes 100% cpu for very long time.
Anyone here had the same problem? I'm created more dispatchers to workaround this issue but the problem is not solved. At oracle support seams there's a bug about this issue 14106948, but no solution yet.
Anyone with same problem? Any solution?

I have a WPF application in .NET 4.5. The latest version of the map control (version 1.0.1.0) is causing an issue if it is used within a datatemplate. This does not happen with the previous version I was using from Nuget (version 1.0.0.0). As
an aside, what happened to the Nuget package? Anyways, it is easy to reproduce the issue:

You need to check strdbs.cmd is started or not, because this is the one which starts the database.As all the programs reside in the database, check whether ur database is up or not.

The above message can be ignored. You will see that message often in perfectly up/running systems as well.
Also, the dev_jcontrol file shows that the server process was terminating !
You need to check std_server0.out file for the errors/exceptions as to why server0 was terminating abruptly. The reason should be apparent from dev_server0 and std_server0 most of the times unless its a startup framework bug where the error messages are not written to the log files.
So, whenever the server process or dispatcher process fails to start, you should check the corresponding dev_server<n> or dev_dispatcher and std_server<n> / std_dispatcher files. Also, usually, there will be some exception (if its application related) in the defaultrace file as well under server<n>\log or dispatcher\log depending on which one is failing to start.
e.g. if server0 is failing to start due to some UME issues, you will see the mention of it in std_server0.out (definitely) and more ellaborate info/exceptions in deafultrace under server0\log as well.

6.40 Ramp-Up: Dispatcher problem

we have installed the WAS 6.40 unicode version (ABAP + Java) and Adobe Document Services as part of the Ramp Up.
The installation was done successfully without any problems and Support Packages (ABAP, BASIS) have been applied up to level 3, in addition the ABAP kernel has been upgraded to patch level 19.
We have the following issues:
1. In the Microsoft Management Console the disp+work
(dispatcher) process is in yellow status: "Running but dialog queue info unavailable" even though we can logon to the system through the GUI and do not see any error messages in the system.
2. When we try to test print any Adobe Form through transaction code "SFP", we get the following error message:

A few details:
We are on 11.2.0.3 linux 64bit.
We use both dedicated and shared connection.
We have many environments (an environment consists of many schemas) in a single DB.
For each environment we create at least one service (we know # of services is limited to ~150 in 11.2) - in example for environment with suffix LAB1 we create a service called DB_LAB1
in example:
exec dbms_service.create_service('DB_LAB1','DB_LAB1');
exec dbms_service.start_service('DB_LAB1');
For clients to be able to connect to the service_name using shared mode - we also create a dispatcher per environment - serving that specific service -
in example:
alter system set dispatchers='(index=30)(protocol=tcp)(service=DB_LAB1)(dispatchers=1)'
I have a few environments which I would like to remove - including their services and dispatchers.
removing the services is easy using dbms_service - however I did not find a way to remove/delete a dispatcher with a specific index.
Say I have conf_indx 1..50 used and I would like to remove conf_indx=30 (the one which I created above) - how can I do that?
Stopping the dispatcher process (Dxxx) does not remove the row from v$dispatcher_config - it only shows that the number of dispatchers for that row is 0.
Bottom line - how to remove a specific dispatcher with a specific dispatcher-index - without affecting all the other dispatchers which I would like to preserve?

For example, in my system a PDF can be opened with over 10 applications. I would like to see just the three ones I use: Acrobat, Skim and Preview.

The system appears to think that the dispatcher process may already be running. Stop all the SAP processes and run cleanipc to clear out the shared memory. I've seen this on AIX before where the shared memory will prevent SAP from starting back up and clearing these resolved the issue.

This is probe and error.
To monitoring dispatcher use v$dispatcher
To monitoring shared_server use v$shared_server, if all process are status = EXEC, you need more process, usually only 15-20% of process in EXEC status is fine.
Remember
- To kill sessions using MTS use "disconnect session" if you use kill you are killing shared process or dispatcher process.
- Don't use MTS for batch processes, only OLTP
