You don't have to have a credit card but it is normally used at some point to validate your address so that, for example, you don't try to access the store of a different country. There are usually some hoops you can jump through as you create your iTunes account that work around the need for a card, otherwise once the account is set up you may still see the request. You can try this method...
Enable the menu bar if needed with Ctrl+M
Sign out of the iTunes Store from the Store item on the menu bar
Go to iTunes Store home page
Go to Quicklinks > Redeem
Sign in with your Apple ID
Go through the screens, accepting the EULA, etc. You should arrive at a Review Payment screen where one of the options is None - select this and continue... you shouldn't actually need to redeem a new voucher/card
I've adapted the steps slightly from this post. I haven't tested the exact senario since my account is already set up so I get straight through to the redeem code screen but if it works for you it would be useful to know what screens you see at step 6 and when you can return to the store page.

You do not need to buy a gift card,,,
if you have already made an apple ID then simply go to the app to download it, it will send you to the payment options page, select payment mode as 'NONE" you can then easily download any free app forever from iTunes.

If you are just visiting Singapore, then leave the account as it is. If you have moved there, then view your account using the iTunes app on a Mac or PC and change the country/region to your current location and address. If you do not have a bank card, you can fund your account using iTunes gift cards if available in Singapore.

All downloads from iTunes are tied to the account that downloaded it, you can't re-download content via a different account. You checked the spam folder on yourr old account as well as the Inbox, and depending upon how long ago you did it, have you retried getting it reset : http://appleid.apple.com, then 'reset your password' ?
