Download from SAP - Get same info displayed by T-code CS03

Question

Is there an RFC that can be used to return to a VB program essentially the same information that shows on the CS03 display?  What I really want to get to is something that will return component, qty required,and an effective date for that component.
For example, if we change the quantity required for a component, I'd like to be able to supply the parent item and a date range and be able to decide whether the component line item should be included or excluded based on the dates of its from and to dates displayed on CS03.
Elaborating further, I made item "abc" during the week of November 9-15, 2009, and have a process order 999.  To make "abc", I use component "def", but the production BOM for "abc" had a change made to item def to increase the quantity required from 1000 to 2000 effective on November 13, 2009.  How can I get information back that shows two records like
def, 1000.000, November 9, 2009 (or February 2, 2008 if it was originally set up on February 2, 2008),  November 12, 2009
def, 2000.000, November 13, 2009 (or February 2, 2008 if it was originally set up on February 2, 2008),  Dec 31, 9999 (or whatever is set as the ending date)
Also (AND THIS IS IMPORTANT), on the screen displayed by CS03 what does SAP mean by "Valid to"?  In the United Sates, we would use "Valid Through" if we mean that a date is included in a range.  In my example above, I would mean that def is effective THROUGH (including) November 12, 2009.  In Britain (and I don't know about Germany since that is where SAP was developed), I have read that if they say "November 2, 2009 to November 15, 2009", they mean November 15 is INCLUDED in that range.  If we use that same phrase in the United States we would mean that November 15, 2009 is EXCLUDED from the range, else we would say "November 2, 2009 though November 15, 2009".
