Error creating a weblogic SM

Question

Any help will be appreciated -
We have installed oracle entitlements server version 11.1.1.5 on a linux. Installation of a weblogic SM on a windows 32 bit goes through successfully but when trying to bring up the weblogic domain the startup fails with the following message -

add the following line to weblogic.policy found at oracle-middleware-home\wlserver_10.3\lib
grant codeBase "file:${oes.client.home}/-" {
     permission java.security.AllPermission;
Note that the file is not located in the domains that are created.
