Error installing LR RC 5.3 on Mac

Question

I'm getting an error trying to install Lightroom RC 5.3 on my Mac. I'm running the latest version of OSX 10.9. I tried downloading the file multiple times thinking maybe it was a download error. Anyone else seeing this problem?

There's a Folder labeled com.Apple.TCC in Library under Application support.
It's locked but after giving myself access I see the following.
