Frequency(value) Histogram

Question

Hi all
What is the exact mean of the following output;
36 pieces 1 value or 1 piece 36 value or diffrent thing ?
sELECT column_name, num_distinct, num_buckets, histogram
FROM USER_TAB_COL_STATISTICS
WHERE table_name = 'INVENTORIES' AND column_name = 'WAREHOUSE_ID';

I've never seen the value be not null when using DBMS_STATS. Really? How peculiar....
