Getting error when submitting form using IE but not when using FF

Question

Error: Error #2101: The String passed to URLVariables.decode() must be a URL-encoded query string containing name/value pairs.
    at Error$/throwError()
    at flash.net::URLVariables/decode()
    at flash.net::URLVariables()
    at flash.net::URLLoader/onComplete()
Has anyone had this problem?

I don't know how I would test that I don't know of any way to test it locally.
