Help Menu Spotlight does no show in App if language is not English

Question

I have an App that you can change the language of it, and restart it, and it will open in the desired language. I have folders for each language helps files in the bundle (as described by the apple help doc). However, only for the English language the system provided help menu is showing the Search bar or the Spotlight. If I open the app in a different language, Spotlight doesn't show in the help menu.
My OS language is English, could that be the reason?
I have also indexed the localized help files. I also added in the Info.plist the help folder name and the help folder main htm file but I am not sure if that is working correctly.
My help book is not very traditional, it is just an htm file.
I want spotlight to show in help menu for consistency, even if it doesn't search in help book.
At least it will look among the menu items, like it does in English.
