Help on sheduling conditional Job using dbms_sheduler.

Question

Oracle experts,
I verified oracle docs to schedule a conditional job based on my requirement but I did not figure it out how to implement this. Please provide me some ideas to do this.
My requirement as follows:
The job needs to be configured to run on 1 st of Jan,Apr,Jul, Oct at 9am central.
Conditions are as follows:
1)If the yr_close_day from the 'table_x' is yesterday then wait for a day and run ( When Quarter=4).
2)If the day of the week is Sunday then wait for a day and run(when Quarter != 4).

IMO, you cannot schedule a job like that.
But you can write a procedure with all these conditions and if condition satisfies perform action and other wise donot.
and schedule a job in regular interval.
like your procedure can contain
create procedure p as
begin
if <condition> then -- what ever you have specified in question.
---action
end if;
end;
and action as p for your job.
