Hii please help user porblem

Question

I have 2-users.USER1 (owns cemp table) , USER2
In user-1 :- I fired insert statement with common data i.e
INSERT INTO CEMP(empno,ename) VALUES(7777,'XXXX') twice.
and than COMMIT it.
NOW when i come to USER-2 :- I populate USER1.cemp table.
I found 2 rows with common data. than
I fired DELETE from USER1.cemp where empno=7777;
and COMMIT it.
again when I come to USER1 and populate user1.cemp.
I find only one row was deleted. !!!!! why didn't it deltes both the rows

user: SCOTT
SQL> create table xx (xx number);
Table created.
SQL> grant all on xx to scott2;
Grant succeeded.
SQL> insert into xx values (1);
1 row created.
SQL> insert into xx values (1);
1 row created.
SQL> commit;
Commit complete.
SQL> select * from xx;
        XX
         1
         1user: SCOTT2
SQL> create synonym xx for scott.xx;
Synonym created.
SQL> select * from xx;
        XX
         1
         1
SQL> delete from xx where xx = 1;
2 rows deleted.
SQL> commit;
Commit complete.
SQL> select * from xx;
no rows selected
SQL>user: SCOTT
SQL> select * from xx;
no rows selected
SQL>... but in this last step you are saying that you have a single row in there rather than no rows?
a) what is your database version
b) can you reproduce the same problem again
c) are you sure no other user was accessing the table, inserting data at the same time?
d) show us your code in the same way I have shown mine above.
