How do i get in icloud for daughter's apple id without her having a device?

I want to create icloud for her from my computer.  she has no phone etc. Family shares calendars but she should own hers. for that I need to get into icloud... 

Go to http://appleid.apple.com and set up an Apple ID for her (she must be 13 or over for this).
Then on your Mac, either sign out of your iCloud account and create a new one using the ID, then sign out of it and back into yours; or (recommended) create a new User Account on your Mac and set up the iCloud account on that. The account can then be accessed by her on any device where she is able to sign into it, or through the icloud.com website on a Mac or PC (not an iOS device).
