How do I use login_url in a pl/sql process

I tried :login_url but it doesn't work

That gives me a syntax error. I'm trying to use this in a string concat function
mail_message:= mail_message || 'Please go to the following URL to action this request. '|| &LOGIN_URL || crlf || 'Thank you';
ORA-06550: line 18, column 95: PLS-00103: Encountered the symbol "&" when expecting one of the following: ( - + case mod new null continue avg count current max min prior sql stddev sum variance execute forall merge time timestamp interval date pipe
mail_message:= mail_message || 'Please go to the following URL to action this request. '|| :LOGIN_URL || crlf || 'Thank you';
No error - but no URL either - I just get the rest of the string.
But this is in the same proc and it works:
select mul_fname || ' ' || mul_lname into user_name
from healthsec.master_user_list
where lower(mul_userid) = lower(:app_user);
