I am currently in the US. Is it possible to buy songs from the Japan iTunes store?

No. The iTunes Store in a country is intended for use only by that country's residents, and only while they are in the country. To use the iTunes Store in a country you need a credit card (or other card type if acceptable in a country) issued in that country, billed to an address in that country, and also be physically present in that country when using the store. You are also restricted to waiting 90 days between country changes. E.g., "The iTunes Service is available to you only in the United States, its territories, and possessions. You agree not to use or attempt to use the iTunes Service from outside these locations. It doesn't appear to be available on the iTunes Store, at least not in the U.S. You can make a request to iTunes. However, making a request doesn't mean that iTunes will be able to offer it. It all depends on what the rights holders wish to do.

Connect your phone to iTunes, then right-click on the name of your phone on the left sidebar and select Reset Warnings. Then sync again and you should get a warning listing the problem files.

If you've bought them on your computer's iTunes then they should have downloaded into the Music part of your library. To sync them to your iPod, connect the iPod to your computer and select it in your computer's iTunes - with the current version of iTunes, iTunes 12, you should (when a device is connected) get a device icon towards the top left of the iTunes screen, next to the icons for the types of content (music, films etc) in your library.
Selecting that icon should let you select a Music screen for it, on which you can select which of your iTunes music library to have on the iPod

If your country's iTunes Store allows you to redownload purchased tracks, I'd delete your current copy of the track and try redownloading a fresh one. See the following document for instructions:

I recently downloaded an album (a gift) from Amazon, one option of which is to download directly to my iTunes library (which is what I did). I also purchased a song from the iTunes store shortly after this. In both cases, the music shows up on my iPod touch in a lighter print than the other music on my iPod. When I select it nothing happens. I only plug into the computer a couple of times a month, but I perform all updates as are indicated and I synch my iPod. Note that when I have iTunes up on my computer, the music WILL play directly from the library, just not on the iPod. Any ideas? Thanks.

Yes .Just add the songs to the iTunes library you use for the iPod touch and sync them.

No, unless you have a valid billing address in that country and you are in that country when purchasing from it - otherwise you can only purchase from the store that is based in the country where you are.

Sorry, but you can't, unless you have a US-issued credit card, or have a legal residence in the US and so have a valid mailing address and purchase an iTunes Music card. The record companies and other content owners will not allow Apple to sell cross-border, so Apple has to have such restrictions on who can open an account in a given country's store.
