How to do this?

Question

I need help with something! I know my explanation isn't the
best, but I hope you can see what I'm saying. Basically, I want to
build an interactive flash web application with a database. (I
think)
Here is what i want to do:
The user is HUNGRY!
1. The user can either search for a recipe or enter his own.
2. The user choose to search and is taken to the next slide.
3. He can see what recipe have the higest rank, and choose
the one we wants.
4. The next slide is a movie that shows that user how to use
the recipe. He click next, and next, and next to move
forward.
5. When hes done. He can comment on the recipe and rate it.
He can also leave comment at a certain step of the recipe
6. When the next person looks at the same recipe, all the
comment from other people will be in there.
7. He descide to post his own recipe so other people can see
it.
I'm not very experience in flash, but I would be a really
happy little boy if someone could point me in the right direction.

The table is a access db - my thoughts where
1.Read  all the  fields and rows from the table - call this table 1
2.Create a second table with only ?a types - call this table 2
3.Using the table 1 search for a match in the table 2
   if no match is found then add the row from the table 1 to a third table - call this table 3
4.Display table 3 in a list view.
If this make send - can anyone suggest a good way of doing this. It would be in c#
