    Where are you trying to save the download too?  Do you have adminstrative privelages?  Which operating system are you using?  Finally are you on a Managed network?

    Go to the application in the Applications (Mac) or Programs (Wim) folder on your hard drive and double-click the application there. The Creative Cloud Manager does not open applications. It downloads, installs and updates them but doesn't launch them.

    I have and Adobe Account and User Name. I have downloaded the creative Cloud App and have ordered PhotoShop. I have updated the app in the Creative Cloud app, but that is all the farther I get. The Download of Photoshop just sits still? Is it because it's a 20GB download? or did I miss a step? Online games download faster.

    First check to see your plan is active: Adobe ID
    Try launching Photoshop choosing Trial instead of a purchase.
    Mac             /Applications/Photoshop CC/Photoshop CC.app
    Windows  C:\Program files\Adobe\Adobe Photoshop CC\Photoshop CC.exe
    Then once inside, go to Help > Sign in...  There, use the email address and password for your account and it should activate.
    If that does not work, could you tell me what version of PS you have and what os version you are using?

    Start by signing out and back in to see if it will see the subscription: 
    How to sign in and sign out of creative cloud (activate/deactivate)
    If the apps are installed fine and close after launch see this link:

    If the problem is something different, please let us know the error you see or what is happening on the screen so we can advise  you on a solution

    It's not launched from the CC app.
    If you have Windows, look under Program Files\Adobe\Photoshop CC
    If you have a Mac, look in the Application Folder > Photoshop CC
