I want to transfer my music to another device and must transfer to iTunes on my computer first.  Now I must BUY another service in order to do this?

Which music didn't copy back e.g. were they bought with the same iTunes account for which some music copied back, or were they bought with a different iTunes account (or were they copied from CDs) ? You should be able to transfer iTunes purchased music from your iPad by connecting it to your computer's iTunes and doing via File > Devices > Transfer Purchases - as long as the iTunes accounts that purchased the music are authorised on your computer's iTunes then that should copy all of the purchases from the iPad to your computer's iTunes library.
You may also (depending upon your country, and if you've changed countries since buying it and if the music is still in the store) be able to redownload music on a computer's iTunes via the Purchased link under Quicklinks on the right-hand side of the iTunes store homepage.
If the music was not purchased from iTunes (e.g. copied from CDs or bought from other sites) then iTunes won't copy them back, there are third-party programs listed half-way down this page which can copy them back from a device : https://discussions.apple.com/docs/DOC-3991
iTunes Match should only be required if you want to put your own music (e.g. copied from CDs) into the cloud so that it's accessible from your computers and iOS devices without having to copy/sync it between them
