HT1766 When I connect my ipad to the charger and then plug in the charger to the wall or a computer, it says "not charging"

When I plug in my charger either to a computer or to an electrical outlet, my mini ipad says, "not charging".  Why isn't it charging?

USB ports on computers do not normally provide enough power to charge the iPad so its normal to get the Not charging legend.
When plugged to the wall using the provided Adapter it should charge normally.
