HT201209 have money in account but wants me to put in credit card info
I have just redemmed $ 15.00 so my amount is now $16.61 in account and I try to purchase songs and it asks me to put in credit card information because I don't have enough money in account.

Are you sure it intends taking the purchase from the credit card and doesn't just want payment information on record.

If the cost of the app is close to $10 - there could sales tax or VAT added onto the purchase as well. Here in Pennsylvania the state sales tax is 7% in the county in which I live. The app would have to cost less than $9.35 or I would exceed the $10 balance in the account.
It may also be a way of simply identifying that you are who you claim to be - a verification process if you will. Apple is currently increasing security measures in the app store and iTunes. -

If you want to use your current ID you will either have to provide a credit card or redeem an iTunes gift card. Otherwise you can create a new ID without a credit card to purchase free apps by following this exactly as written: http://support.apple.com/kb/ht2534.

I am a teacher that uses the iPad in the classroom. I have an itunes account setup for my classroom without a credit card listed. Is there anyway for me to purchase apps to use in the classroom with a Purchase Order?
(Being sarcastic - its because only the US is big or important enough to warrant volume licensing....)
At this time, until Apple decides to release volume licensing structures outside of the US the only solution would be to use your purchase orders with a company that sells the iTunes Vouchers and redeem those.
However - even then its hard to stay on the right side of the EULA when the terms are all couched in reference to "Personal Use"
I have spoken to some developers in the past about educational discounts, or even support for proxies, and wasn't really impressed with their answers. But hey - even Adobe has trouble with proxies and consistent approaches - we can't expect independent developers to be able to match the same capabilities... -
I recently added a itunes gift card to my account and now it wants me to reenter my credit card info and when i do it says credit card declined?
I think I had a similar problem the other day. I purchased an app with a cc that had been canceled by my bank with out me knowing it had been. Once I realized the cc was no longet active I added an itunes giftcard thinking that would allow me to purchase items. Well everytime I tried to ourchase somrthing with the new gift card it kept telling me that I had no funds. So someone in the apple store told me that until the app purchase with the old expired cc cleared on that cc then i would not be able to use any other form of payment. So I had to call my bank and asked them to reactivate my old cc for a couple seconds while I repurchased the app with my bank on the phone. Once that purchae cleared then it allowed me to use apple gift cards. Sorry for long answer but I think this might help you.

I tried to follow the instruction of buying iphone apps without a credit card. I follow the steps and I selected United States, but when I fill up the credit card info, i could not find the word "None". Anyone know what should I do?
When you tried to contact Support with the card's images how were you trying to do it, on your phone or a browser on your computer ? And have you tried a different browser to see if you get the same error message ?
As well as images of the card they might also want an image of its receipt.

ThanksThe iTunes Store sometimes requires a credit card to check that an account is valid, but shouldn’t normally charge purchases to it(except for gifts) while there’s sufficient iTunes Store credit.

You cannot merge two separate libraries across user accounts. Photos does not have the function of merging different Photos.library files. If you have Aperture then you can merge the two before migrating over to Photos.
