It does not matter where you are on earth, what matters is your ID, what country have you chosen when you created it. Now what also matters is if the card you have bought wether works with that country or not.
So what country is it? and where is your card available for?

You redeem the iTunes gift card first. This amount is transferred to your iTunes account.
Once you redeem the card to your iTunes account, you no longer need the card as it has no value. The amount is in your iTunes account.

The only way to get rid of those little leftover balances is to make a request to iTunes Customer Service:

Once they get it zeroed out, you will be able to enter your new Swiss billing credentials.

Are you able to try taking it back to the store that you bought it from and ask them to activate it properly ? I'm not that familiar with how FaceTime works. I know how to set It up but I don't use it. I just know that you can't activate in the UAE. I believe that you can activate in any country that permits it's use. Whether you will need a new ID or not, I can't confirm.
You can Google this and get all sorts of articles on workarounds. Apparently if you set up a VPN you can use it in the UAE. Here is one article that I found.

Yes you can redeem the card if it is a U.S. gift card, you have a U.S. based iTunes account and if you are using the U.S. stores on the iPad.
On the iPad - Swipe to the bottom of the screen in the App Store or in iTunes and tap on Redeem. If you are using iTunes on your computer, you should see Redeem under Quick Links (i think that is where you will see it) after you sign into the store.

You might be able to buy the gift cards from Best Buy. They sell iTunes cards and will accept international credit cards. See:

They say that you can't order iTunes "codes", but I don't know if that applies to the physical cards. But you can try it.
